 EXPANDED MANDATE-FROM SIX, TO NINE AND NOW A TEN-POINT MANDATE INCLUDING A NEW SAGA

Friday, June 13, 2025(NAIROBI)_In a landmark move reflecting the evolving significance of the Kenyan diaspora, H.E President William Samoei Ruto, PhD, has expanded the State Department for Diaspora Affairs’ (SDDA) mandate to ten strategic points under the Executive Order No. 1 of 2025.

 

This bold step underscores Kenya’s commitment to fully integrating the diaspora into the nation’s socio-economic transformation.

The SDDA’s enhanced mandate now includes the newly established Diaspora Investment Support Office (DISO), dedicated to guiding, ring-fencing and safeguarding diaspora investments.

 

This addition complements the Department’s ongoing work in protecting the rights and welfare of Kenyans overseas, offering 24/7 consular support, medical evacuation, psychosocial services, and direct outreach through Mobile Consular Services.

The SDDA has championed economic empowerment through the Diaspora Placement Agency (DPA) and innovative programs like Dereva Majuu and Mkulima Majuu, linking Kenyans abroad to global job and business opportunities. Bilateral Labour Agreements and a digital placement portal further ensure safe, transparent employment pathways.

 

Beyond remittances, the Department is developing incentive frameworks to encourage diaspora investments, including diaspora bonds and fintech collaborations, positioning Kenyans abroad as key investors and stakeholders. The SDDA also fosters skills and technology transfer, supporting mentorship, innovation, and the establishment of initiatives like the NCLEX testing center.

 

Structured dialogue forums and expanded civic engagement ensure the diaspora’s voice is central to Kenya’s future.

 

With this expanded mandate, the SDDA is mainstreaming the diaspora as investors, innovators, and strategic partners, embedding them at the heart of Kenya’s global development agenda. #TenPointMandate #DiasporaFirst
