Friday, 6 February 2026(NAIROBI)– Diaspora Affairs Principal Secretary, Ms. Roseline K. Njogu, today signed the Second Level Performance Contract with Hon. Dr. Musalia Mudavadi, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs
The signing ceremony, held at Railway Headquarters in Nairobi, brought together senior officials from across the Ministry of Foreign and Diaspora Affairs and its State Departments.
The signing of the PC underscores the State Department’s accountability framework and aligns its key deliverables with the broader national development agenda.
In addition to PS Njogu, several Principal Secretaries and senior officials signed their respective Second Level Performance Contracts during the same event. They include Mr. Joseph N. Busiega of the Office of the Prime Cabinet Secretary; Hon. Ahmed Abdisalam Ibrahim, Principal Secretary for National Government Coordination and Dr. A. Korir Sing’Oei, Principal Secretary for Foreign Affairs.
Others were CPA Dr. Aurelia C. Rono, Principal Secretary for Parliamentary Affairs; and Mr. Bernard Gibet of the Kenya Foreign Service Academy.
The contracts outline specific objectives, performance indicators, and timelines that each State Department and key office must achieve over the 2025/2026 financial year.
By signing, the Principal Secretaries and senior officers pledge to deliver on commitments related to service delivery, policy implementation, Kenya n diaspora engagement, foreign policy execution, and institutional capacity building.
The event also served as a platform to set pace for the reviewing of the Ministerial Strategic Plan, which guides the operations and priorities of the Ministry and its State Departments.
Senior leaders used the occasion to reaffirm their commitment to enhancing efficiency, transparency, and accountability in the delivery of foreign and diaspora affairs services.
Top leadership from the five State Departments under the Ministry of Foreign and Diaspora Affairs attended the ceremony, signaling a unified approach to performance management and results‑based governance.
